Plane in Reno Air Crash Underwent 'Radical' Changes to Compete

RENO, Nev. –  The World War II-era plane that plummeted into an air-race crowd like a missile bore little resemblance to its original self. It was rebuilt for speed, if not for stability.

The 65-year-old "Galloping Ghost" underwent years of massive overhauls that took a full 10 feet off its wingspan. The ailerons -- the back edges of the main wings used to control balance -- were cut from about 60 inches to 32.

Pilot Jimmy Leeward had said the changes made the P-51 Mustang faster and more maneuverable, but in the months before Friday's crash even he wasn't certain exactly how it would perform.

"I know it'll do the speed," he said in a podcast uploaded to YouTube in June. "The systems aren't proven yet. We think they're going to be OK."

Investigators don't yet know what caused the plane to pitch sharply into the crowd at the National Championship Air Races in Reno, killing nine people, including Leeward, and injuring dozens. They have focused on the "elevator trim tab" -- a piece of the tail that helps the aircraft maintain lift and appeared to break off before the crash.

In the highly competitive, bravado-filled world of air racing, pilots go for broke on the ground and in the sky, hitting speeds of 500 mph. Leeward is the 20th pilot to die at the air races since they began 47 years ago, but Friday's crash was the first in which spectators were killed.

"Pilots are a special breed of confident, intelligent, driven perfectionists," said Ken Quick, a commercial airline pilot and a crew member for one of the teams that raced Friday. "They know what they do is dangerous and demanding, and they eagerly embrace both."

Leeward's own website alludes to the dangers -- and bragging rights.

"These guys are always on the edge knowing one wrong move, in one split second, could mean the end," the Leeward Air Ranch Racing Team website says. "NASCAR at 200 mph? Indy at 230 mph? Top Fuel at 300 mph? Mere Childs play. Welcome to the Big League."

Leeward had said the plane underwent several years of modifications before Friday's race, including lopping five feet off each wing, but he hadn't revealed many of the specifics. In the podcast, he called some of the changes "extremely radical," compared some to systems on the space shuttle and explained that he had increased the plane's speed capabilities to be more like those of a modern fighter jet.

"To control the airplane in the wind, and in different circumstances if anything happens, you need those types of speeds. You need jet speeds," he said.

Leeward was rounding a bend at dizzying speeds Friday when his plane took an oddly upward pitch, narrowly missing the packed grandstand. It then twirled just a few hundred feet off the ground and nose-dived into a section of VIP box seats, blasting out a 3-foot-deep, 8-foot-wide crater in a hail of metal, chairs and body parts.

Noah Joraanstad was blown off his feet as he tried to run away. Shrapnel hit his back, and he was covered in aviation fuel that burned his skin as spectators tried to wash it off.

From his bed Sunday at Northern Nevada Medical Center, where nine stitches were put in his head, Joraanstad said that when he looked back at the wreck, the plane was just gone.

"The biggest pieces I could see, it looked like just someone sprinkled Legos in every direction," said the 25-year-old, a commercial pilot from Alaska.

Officials said 69 people were treated at hospitals, including 36 who have been released. Six remained in critical condition Sunday. Only two of the spectators killed had been identified by Sunday afternoon: Michael Wogan, 22, of Scottsdale, Ariz., and Greg Morcom of Washington state.

Memory cards that may have come from the plane were found at the scene. The Galloping Ghost had a camera that faced outward, and the NTSB said the cards will be analyzed to see if there is any video.

FAA spokesman Ian Gregor said officials thoroughly vet all aircraft modifications before the planes are allowed to race. Reno Air Race Association technical experts also examine them to ensure they are air-worthy.

National Transportation Safety Board spokesman Terry Williams said his agency would look into the oversight of modifications to Leeward's plane as part of its investigation.

"We're not saying they did something right or wrong in this accident," Williams said. "We look at all angles in every accident investigation we do."

Pilot Ray Sherwood of Placerville, Calif., who raced at Reno from 1986 to 2005, said he's convinced that the crash was caused by modifications leading the trim tab to snap off. He said the same problem caused a modified P-51 Mustang to plunge into a neighborhood during the races in 1999, killing veteran pilot Gary Levitz.

Aircraft experts said losing the part could have forced Leeward to yank the plane up too fast, possibly overcorrecting and stalling, meaning the engines would be running but air breaks up over the wings, causing it to lose lift. He probably would have been able to pull out of it safely if he hadn't been at low altitude, they said.

"Assuming the aircraft had no other problems, and assuming the pilot had no problems, if he had enough altitude, you can easily get out of that no big deal ... Matter of fact, the P-51 was designed for that," said Ken Liano, a structural engineer and aircraft consultant. "But that's one of the problems with low-altitude flying: There's no time to correct."

Pilots modify their old P-51s to compete, but the alterations put additional stress on the aircraft, Sherwood said.

"If they are going to go as fast as they can, they have to modify the plane," he said.

Pilots were competing for a total of about $1 million in prize money, but Sherwood said the sport is really about the thrill. He said a P-51 like Leeward's would cost about $2.5 million.

"You can't make any money racing airplanes. It's too expensive to buy and maintain them," Sherwood said. "You do it for the love of the sport."

Leeward, 74, was a veteran racer who flew in more than 120 events and served as a Hollywood stunt pilot for movies including "Amelia" and "The Tuskegee Airmen." He has been described as a passionate pilot, a stickler for safety and an aggressive competitor.

In the June podcast, he chided a competitor to come take him on.

"I've got a standing $10,000 offer ... if he would come back, get in the airplane and fly it in the race. I'll pay him $10,000 cash on the table before he takes off just to get him in that race because when I beat that airplane, I want him in that seat," Leeward said.

Leeward's plane had a minor crash at the air races almost exactly 41 years ago. According to two websites that track P-51s that are still flying, it made a belly landing away from the Reno airport. The NTSB report on the Sept. 18, 1970, incident says the engine failed and the plane crash-landed short of the runway.

The future of the races is unclear. Joraanstad, the injured spectator, said he doesn't want to see the races end "but when you see people go through that much pain and people die, I don't know if it's worth it.

"It's just kind of that last edge -- frontier of flying -- where there's no limits, really, with the amount of power you can put in your plane," he added. "It's kind of the ultimate rush just to even watch these guys do what they do."

Boost towards Palestinian statehood puts at risk millions of dollars in u.s. aid

The the Palestinian Authority and President Mahmoud Abbas repeatedly been warned: the recognition of statehood at the Nations and risk losing millions of dollars in US aid.

For months, Democrats and Republicans in Congress have threatened to cut some 500 million dollars in economic and security assistance to the Palestinians if they defy United States and the Israel seeking statehood. The Americans and Israelis prefer negotiations between the parties leading to a two-State solution. Message of the Congress force was delivered in letters to Abbas, through overwhelming bipartisan votes on resolutions and in fierce rhetoric.

"Current and future Aid will be compromised if abandon direct negotiations and continue your efforts," Reps Kay Granger, Republican Chairman of the House Appropriations Foreign Operations Subcommittee and Nita Lowey, top Democratic Panel, wrote to Abbas this summer, echoing a reason that they have done for the Palestinian leader in a letter of April.

Now, in front of Abbas ' statement that the United Nations will of the Security Council on Friday to run his attempt at statehood, angry lawmakers may exercise a power to Congress a way possible-by withholding Palestinian aid.

"The United States will review the programme of assistance to the Palestinian Authority and other aspects of U.S.-Palestinian relations if they choose to pursue such a unilateral effort," 58 House Democrats said in a letter to European leaders imploring them to vote against Palestinian statehood and stand with the United States.

"A unilateral declaration of independence is simply rejectionism under another name. Removes any motivation from the Palestinians to negotiate and deal with good faith with Israel, "the Republican Steve Chabot, a member of the House Foreign Affairs Committee, said Friday in a conference call with reporters sponsored by the Hudson Institute and Touro College.

Chabot also pressed for a Republican-led effort to cut or hold U.S. dues to the United Nations.

The Obama administration and Europe has made a last-ditch effort Sunday to delay or avoid a showdown over the Palestinian offer.

The former President Bill Clinton said cutting aid would be a mistake, by eliminating an option available for the Obama administration.

"We are here to see that Israel continues to thrive and to make clear that America's duty is to remain at his side," Ohio Republican told an audience in Cincinnati. "Not only as a broker or observer — but as a strong partner and reliable ally."

The Senate Appropriations Committee is expected to finalize a foreign aid spending bill this week and even though the Panel will act before any UN vote on Palestinian statehood, a preventive effort is possible from any of the members of the Commission.

In the House, Republicans and Democrats have made clear will be the vote of the United Nations to look closely-and taking names.

The United States has vowed to veto any resolution to the Security Council to grant the status of statehood to the Palestinians.

Unclear, however, are what the Palestinians will seek broader, 193-Member General Assembly, such as a minor observer status of "non-Member State".

Response time of the Congress and how severely the legislators seek to punish through the power of the stock exchange are uncertain. Any action you may need to wait until October, after a week's recess Congress for Jewish holidays.

GOP controlled States Look to change voting rules ahead of 2012

After years of expansion when and how people can vote, legislatures now under the new Republican control you are moving to cut off the first day of voting, the identification requirements of beef and put new restrictions on how voters are informed about absentee ballots.

Democrats claim their GOP counterparts uses mid-term election victories to force changes favorable to Republicans ahead of the presidential election of 2012. They criticised the legislation, saying it could lead to longer lines in urban areas, Democratic-leaning and discourage people from voting.

Supporters say strengthening the rules ID helps prevent fraud. And at a time in which counties faced difficult budgets, support local election officials don't have the money to keep the early voting staff positions open.

The process of changing the voting rules can be non-partisan on the surface, but it is seething with politics just below the surface.

"We had nothing short of a firefight a rhetorical device for years among people who are concerned about fraud and the people who are worried disenfranchisement-a gunfight that is neatly divided between the two major parties," said Doug Chapin, election expert at the University of Minnesota.

While the States generally regulate the voting rules before presidential elections this year provides an opportunity for new Governors Republicans and GOP majorities to legislate on matters of election.

In layman's terms, Chapin said: "what is happening in 2011 is as well as on what happened in 2010".

New voting rules recently cancelled legislatures in what have traditionally been presidential battlegrounds, the creation of partisan rancor.

Plans to reduce the number of days to express a vote first cleared the Republican-controlled swing States of Florida, Ohio and Wisconsin. Georgialegislatures in Tennessee, and West Virginia also severed off time advanced to vote. North Carolina has a pending proposal. And Maine made out with a policy that allows people to register at the polls on election day before casting ballots.

Each of the parties, when in control, try to rewrite the rules to his advantage.

Although the reality might not be so cut and dried, both sides believe a loser regime benefits vote democratic because it increases opportunities for Hispanic, black, immigrants and the poor-more difficult to achieve for turnout-election day to vote.

Democratic voters held an edge in early voting during elections of 2010, despite the unfavourable climate for the party at national level and possible Republican gains.

Voters in 32 States and the District of Columbia may vote in person before election day without having to give a reason.

Georgia and Ohio had some periods of time longer than the beginning of the vote. Georgia had 45 days, while Ohio had 35. The new laws bring the two States closer to the typical timeframe, which is about two weeks before the election.

The passage to shrink the window early voting in some States is as others have pushed to require voters to show photo ID at the polls.

Five States-Kansas, Wisconsin, South Carolina, Tennessee and Texas--recently passed stringent photo ID laws. At the beginning of the year, only two States-Georgia and Indiana-required that voters must show a photo ID to have their votes counted.

Other legislatures are rewriting election laws of their State in other ways.

Florida laminated back his first votes a week two to a review that also makes it more difficult for groups such as the League of women voters and Boy Scouts of America to conduct voter registration drives.

Ohio's top elections Chief, a Republican, acknowledged that changes to the voting rules have invited an overreaction from each party.

"Both sides of the political spectrum have found beneficial from a fundraising standpoint, from a motivation of their point of view, to call into question the confidence in the electoral system," State Secretary Jon Husted said in an interview.

While the Ohio review bans local boards of elections by unwanted absentee ballot mailing to voters, Husted has agreed to have the State sends requests to the voters in all counties in 2012.

Ohio's law is not yet in force, and opponents are working to obtain a repeal question on the ballot fall 2012. The legislation debate earlier this summer in the plans of the General Assembly of the GOP-controlled state.

Charlie Sheen makes nice with Ashton Kutcher, Jon Cryer Emmy

This year, Charlie Sheen embarked on her own media "movement", cussing out his fellow cast and bosses the "men of two-and-half," caller executive producer Chuck Lorre everything from a "worm" to a "nut-less sociopath" and his co-star Jon Cryer "a turncoat, a traitor and a troll."

Not surprisingly, Sheen was soon cut from the hit CBS sitcom, where he earned almost $ 2 million per episode — making him the highest paid actor on television.

But it seems the television personality once came unhinged and is pulling out all the stops to redeem his reputation.

"From the bottom of my heart, I wish you the best for this coming season," Sheen said during Emmy 63rd television broadcast Sunday night, after declaring that he wanted to "take a moment to get something off my chest and say a few words to all here"two and a half men. "We spent eight wonderful years together and I know that you will continue to make great television".

Sheen presented the trophy for best actor in a comedy series, which he unfortunately referred to as his "old" category.

But this is not the first time in recent days that the troubled public Tinseltowner has made efforts to show off a new car much more sober.

Last weekend Sheen also put on an appearance remarkably sober while walking the red carpet at his own Comedy Central roast-and expressed his excitement that the show will air on Monday, the same night as the highly anticipated season premiere of "two-and-half men" with replacement, Ashton Kutcher.

"I think it's great," Sheen wowed us. "Everyone wins".

On that note, the actor fired also went to extra lengths during the telecast to assure his fans that there was no bad blood between him and Kutcher Emmy.

"Give the new kid tips a little ...! With @ aplusk behind-the-scenes Emmy ... " Sheen tweeted, along with a photo of the two allegedly sticking.

That has not previous 2011 Sheen's antics exempt from becoming fodder for show jokes. Like Kutcher and Cryer submitted together with a premium, new star of the show noted that he did not think her new co-star was a "troll". Awww.

But perhaps cordiality Sheen's sudden Cryer has a little nostalgic feeling of old times. Although the character of Sheen, Cryer was killed in observed Ryan Seacrest on the Emmy red carpet that there might be a chance for a comeback.

"I loved working with him. We have worked together before the show, we did ' Hot Shots ' together and I was thinking that if he wants to return to the show, he might look like a Jedi Knight, where they would glow blue ... he might say use the condom, Jon, "Cryer said.

Crisis management expert Glenn Selig, Sheen is doing all the right moves in the pursuit of worming its way into the good books of Hollywood.

"Charlie Sheen's apology Sunday is just the latest in a series of appearances designed to sound contrite. Acknowledge a mistake and own up to it goes a long way and is a smart move, "Selig said of FOX411 column Pop Tarts. "At the end of the day, Charlie Sheen hurt himself in the process. But not all are totally convinced that solemn apologies Sheen was totally genuine.

"Making Nice is teetering on the edge, and love is just not quite there yet," added pop culture and entertainment, Gayl Murphy. "As regards its appearance on the Emmy, I think the public is holding their breath as he spoke, thinking it was some sort of blood Tiger winning joke. Even when he says that he was speaking from the depths of his heart, I think they were wondering exactly where that might be: portfolio or chest. "
